Immigrants have a key role to play in helping grow the Canadian economy and off-setting the country’s growing shortage of skilled labour, says Bank of Canada Governor Stephen Poloz. A total of 3,000 candidates with a minimum Comprehensive Ranking System (CRS) score of 456 were invited to apply for Canadian permanent residence in the fifth Express Entry draw of 2018, which took place on March 14. Immigration, Refugees and Citizenship Canada (IRCC) once again used the tie break procedure for this draw. This rule ranks candidates in the Express Entry pool who have the required cut-off score by the date and time that they submitted their profiles. Manitoba has invited a total of 638 skilled workers to apply for a provincial nomination in its 4th round of invitations in 2018, including 253 candidates in the Express Entry pool. The Manitoba Provincial Nominee Program (MPNP) invited 184 candidates in its skilled worker in Manitoba to apply, with the lowest ranked candidate invited at a score of 545. An additional 201 skilled workers were invited under the skilled worker overseas stream. With the federal Express Entry system conducting draws approximately every two weeks, Ontario’s Human Capital Priorities Stream has captured the attention of economic immigration candidates with five invitation rounds since the start of 2018, including three in February. The (HCP) allows Ontario to search the Express Entry pool for candidates with a Comprehensive Ranking System score of at least 400 points, among other criteria, and invite them to apply for a provincial nomination for permanent residence. An Express Entry candidate with a provincial nomination receives an additional 600 points toward their CRS score. The province of Newfoundland and Labrador could more than double its immigration target if cabinet members agree with Seamus O’Regan proposal on this issue. O’Regan, who serves as Canada’s Minister of Veterans Affairs and the Member of Parliament for a riding in Newfoundland’s capital city St. John’s, says he has buy-in from Canada’s Immigration Minister, Ahmed Hussen, to increase the province’s current immigration target of 1,700 newcomers by 2022 to at least 4,000.
