The Prince Edward Island Provincial Nominee Program will no longer accept applications from newcomers looking to establish a business in the province through two of its current business streams after September 20. The 100% Ownership and Partial Ownership streams offered a provincial nomination for permanent residence to selected foreign nationals interested in purchasing an existing PEI business or opening a new one. A series of investigations found the streams were being abused. In a news release, PEI's government said one last draw will be conducted through the streams on September 20 and that no more than 10 business applicants will be accepted. Ontario has revised the minimum Comprehensive Ranking System score requirement for its Express Entry-linked Human Capital Priorities immigration stream. Whereas candidates previously were required to have a selection point (CRS) score of at least 400, the stream’s guidelines now say the minimum score will be “as determined by the director.” A further update asks candidates to indicate their interest in immigrating to either Ontario or “all provinces and territories” when creating an Express Entry Profile. The OINP has waived the CRS minimum of 400 in three draws so far this year, two of which targeted Express Entry candidates with a job offer in Ontario and another that targeted those with French language abilities of CLB 7 or higher. The British Columbia Provincial Nominee Program issued 32 invitations to apply for a British Columbia provincial nomination in the latest tech pilot draw that took place on September 12. All candidates issued invitations to apply in the latest British Columbia Provincial Nominee Program (BC PNP) were required to have a job offer that is at least one year (365 days) in duration in one of the tech pilot's 29 priority occupations and demonstrate that they meet all other eligibility requirements for the program. Candidates invited under the Express Entry BC Stream will obtain an additional 600 additional points toward their CRS if their provincial nomination applications are approved. Visa Application Centres in Asia, Asia Pacific and the Americas will require Canadian visa applicants to schedule an appointment to submit biometrics and pay extra fees for application submissions starting November 2, 2018. Visa Application Centres (VACs) around the world are contracted by the Canadian government to provide individuals with visa application support and fingerprint and photograph collection (Biometric) services. On November 1, the contracts currently set in place with VACs in Asia, Asia Pacific and the Americas will expire resulting in the termination of walk-in services and the implementation of additional fees for application services. The Quebec Immigrant Investor Program is now open to new applications. Quebec is accepting a total of 1,900 applications in this new intake period, which runs until March 15, 2019. A maximum of 1,235 applications will be accepted from China (including Hong Kong and Macau). The popular program is the only provincial immigration stream that allows applicants to obtain permanent residence through a passive investment. This means that candidates are only required to make an investment in Quebec for a five-year term.
