Quebec Immigration has officially announced the cancellation of all applications submitted under Quebec Skilled worker applications submitted prior to 02.AUG.2018 with the following details :
We inform you that the Act to increase Québec's socio-economic prosperity and respond adequately to the needs of the labor market through the successful integration of immigrants has been sanctioned.
Under this law, your application for a Quebec selection certificate is now closed. The Ministry will soon be refunding the fees you paid for your application, in accordance with the law. You will shortly receive the procedure to obtain this refund.
With the sanction of this law, the Department will use its new system that allows to invite first, the people who best meet the needs of Quebec to submit a request for permanent selection.
If you have not yet declared your interest and you still want to immigrate to Quebec, we invite you to create an account in Arrima and to file your declaration of interest free of charge.
The new Arrima system now allows for a better match between the profile of potential immigrants and the needs of Quebec's labor market. For example, if your profile matches the need for manpower, you may be invited to apply for permanent selection.

Under this law, your application for a Quebec selection certificate is now closed.
However, as your file indicates that you submitted an application for a Quebec selection certificate before August 2, 2018 and that:
- you were staying temporarily in Quebec at the time of the presentation of this
request, in accordance with section 5.01 of the Regulation respecting the selection of foreign nationals;
- you were staying in Quebec at the time of the assent of the law and are the holder of a
study or work permit.
You will be invited, by law, to submit a request for permanent selection if you have filed a declaration of interest in the new Arrima system before December 16, 2019. The Minister will invite those who meet these conditions to submit an application for selection permanently before January 16, 2020.
If you have already filed a declaration of interest in Arrima
The Minister will invite you, from the Expression of Interest Bank, to apply for permanent selection (new immigration application). Several invitational exercises will take place during the 7 months following the assent of the law, ie until January 16, 2020.
The Department will contact you at the time of your invitation to inform you of the procedure for submitting your application for permanent selection. Please note that you will not have to re-pay the fees when you submit your application unless you add a family member that was not included in your previous application.

If you do not want to immigrate to Quebec permanently
If you have not filed a declaration of interest in Arrima on December 16, 2019, please be aware that you will not be eligible for an invitation to file a permanent selection application based on the article. 20.1 of the law. Thereafter, the fees you paid at the time of the submission of your application will be refunded to you, in accordance with the article 20 of the law. At the appropriate time, you will receive the procedure to follow to obtain this refund.
