Essential workers and international graduates can apply to become permanent residents starting May 6, 2021 based on some conditions.
How can workers be eligible?
Temporary worker employed in a hospital, long-term care home or on the front lines of other essential sectors in Canada are eligible to apply under this stream.
A selection cap of 20,000 health care workers and 30,000 essential workers is assigned to this pilot program.
Health care workers and some essential workers need to have one year of full-time work experience in an eligible occupation within the last three years. Eligible health care occupations list, as well as other essential occupation provided list have been provided. Applicant can also be eligible if they have the equivalent part-time experience of 1,560 hours. The applicants also need to satisfy the language bench mark of CLB 4 in English or French as follow:
Criteria for principal applicants:
• Have one year of full-time work experience, or the equivalent part time experience (1,560 hours) in Canada in an eligible occupation in the three years preceding the application date. There are two streams:
o Stream A: For temporary residents with work experience in one of the health-related occupations listed in Annex A. Cannot be combined with Annex B occupations. See below for complete list.
o Stream B: For temporary residents with work experience in one of the other essential occupations listed in Annex B. Can be combination of Annex A and B occupations. See below for complete list.
• Be employed in Canada in any occupation at the time of application;
• Cannot be self-employed unless working as a medical doctor in a fee-for-service with a health authority;
• CLB of at least 4 in English or French in all language abilities;
• Be living in Canada on valid temporary status, or be eligible for restoration of status;
• Intend to reside in a province or territory other than Quebec;
• Have submitted an application using the appropriate forms provided by IRCC;
• Apply online; and
• Meet admissibility requirements. How can international graduates be eligible?
International graduates must have graduated from a Canadian Designated Learning Institution (DLI) no earlier than January 2017.
Must be employed in Canada at the time of application, and have authorization to work through a valid work or study permit. You also need a Canadian Language Benchmark (CLB) of at least 5 in English or French as follow:
French speaking workers and international graduates need to meet the same eligibility requirements outlined above, except for the language requirements. Workers must have at least a fluent basic level of French in the four language abilities: listening, speaking, reading and writing.
