Quebec's new application intake rules for Quebec Skilled Worker program in 2018

August 6, 2018 – New rules came into effect regarding the intake and processing of applications for permanent selection. These rules pertain to applications submitted by economic immigration candidates and sponsorship applications submitted under the collective sponsorship stream of the Selection of Refugees Abroad Program. Note that the rules do not change Québec’s immigration objectives. Hence, for 2018, Québec expects to admit between 49,000 and 53,000 immigrants, as anticipated in Québec’s Immigration Plan for the year 2018.

Skilled workers

Persons who want to immigrate to Québec under the Skilled Worker Program can soon submit a declaration of interest through the Arrima system (declaration of interest system). Intake of immigration applications for this program will now be carried out through this system. From now on, only candidates invited by the Minister can submit an application for permanent selection.

Applicants who desire to immigrate to Quebec under Quebec Skilled worker program must complete an Expression of Intrest in order to enter the selection pool . Quebec will select qualified applicants through the selection pool and selected applicant's will receive an invitation to apply for CSQ. The invitation will provide them a 90 days limited time to respond and apply for CSQ.

• Based on the latest information provided by Quebec Immigration the process priorities are as follows: • Previous submitted files that the applicants have paid their processing fees will be evaluated according to the eligibility criteria existed at the time of submission

• Applicants who have completed their profile in Mon projet Quebed , yet did not submit their applications are required to create a new profile in the New selection system called Arima

• The new selection system will be opened to applicants to creat their profile within the next few days.

• Quebec immigration has not announce when , how and how often many applicants will select through the selection pool. the selection priorities are as follows:

 PEQ Applicants  selected applicants who has also a Job offer

 Applicants with Quebec educational degrees with minimum 6 months of work experience in Quebec .

Once received, the following applications for permanent selection will receive priority processing:

• applications submitted Under the Programme de l’expérience québécoise (PEQ – Québec Experience Program);

• certain applications submitted following an invitation from the Minister, which are applications from persons who have a validated job offer.

• In addition, certain invitations will be established based on specific criteria such as holding a validated job offer, obtaining a Quebec diploma or having temporary worker status with at least 6 months of work experience in Quebec.

Candidates who want to submit an application under the Programme de l’expérience québécoise (PEQ – Québec Experience Program) can do so at any time by following the instructions that apply to the program without submitting a declaration of interest.

Investors

The maximum number of applications for permanent selection that will be received under the Investors Program is 1,900 for the period from September 10, 2018 to March 5, 2019. Applications received after the maximum number of applications has been attained will be returned to the applicants. A maximum of 1,235 applications from foreign nationals from the People’s Republic of China, including the administrative regions of Hong Kong and Macao, will be accepted.

Investor candidates who demonstrate, by submitting results of a test recognized by the Ministère, that they have advanced intermediate proficiency in French are not subject to the maximum number of applications and can submit their application at any time. These applications will be given priority processing.

Entrepreneurs

The maximum number of applications for permanent selection that can be received under the Entrepreneur Program is 60 for the period from August 15, 2018 to March 31, 2019, including a maximum number of 25 applications for stream 1 of the program and 35 applications for stream 2. Applications received after the maximum number of applications has been attained will be returned to the applicants.

Entrepreneur candidates who demonstrate, by submitting results of a test recognized by the Ministère, that they have advanced intermediate proficiency in French are not subject to the maximum number of applications and can submit their application at any time.

Self-employed workers

The maximum number of applications that can be received under the Self-Employed Workers Program is 50 for the period from August 15, 2018 to March 31, 2019. Applications received after the maximum number of applications has been attained will be returned to the applicants.

Self-employed candidates who demonstrate, by submitting results of a test recognized by the Ministère, that they have advanced intermediate proficiency in French are not subject to the maximum number of applications and can submit their applications at any time.

The rules regarding the maximum number of applications received do not reflect a change in Québec’s immigration. By limiting the number of applications received, the Ministère is able to process a greater number of pending applications and reduce processing times.
