Newfoundland and Labrador Gets More PNP Nominations for 2025

Newfoundland and Labrador has secured an extra 1,000 PNP nominations for 2025, increasing its total to 2,525. This follows a deal with the federal government, where the province agreed to take in 290 humanitarian migrants over two years in exchange for a higher PNP quota.

To manage the transition, the NLPNP has paused new applications and job vacancy assessments until mid-February, suspending its 25-day service standard except for healthcare and in-demand workers.

2025 vs. 2024 PNP allocation changes

  • Alberta: 9,750 (2024) → 4,875 (2025)
  • British Columbia: 8,000 (2024) → 4,000 (2025)
  • Manitoba: 9,540 (2024) → 4,750 (2025)
  • New Brunswick: 5,500 (2024) → 2,750 (2025)
  • Northwest Territories: 300 (2024) → 150 (2025)
  • Saskatchewan: 8,000 (2024) → 3,625 (2025)
  • Yukon: 430 (2024) → 215 (2025)

Could other provinces get more PNP spots? Maybe—but only if they agree to take in more humanitarian migrants. Immigration Minister Marc Miller hinted at this before, saying that provinces willing to "work in a responsible manner" and take in asylum seekers may have a chance to regain PNP spots. Whether other provinces will negotiate remains to be seen. Newfoundland and Labrador's deal shows it’s possible, but it doesn’t mean other provinces will automatically get the same result.
