As of November 8, 2024, international students in Canada must apply to extend their study permit when changing post-secondary schools (Designated Learning Institutions or DLIs). This policy became fully enforced on May 1, 2025.

Do You Need a New Study Permit?

  • Primary or Secondary → Different school (same level):
    No new permit needed if your current permit has no restrictive conditions.
  • Secondary → Post-secondary:
    Yes. You must apply to extend your current study permit.
  • Post-secondary → Secondary:
    Yes. A new study permit is required.
  • Changing programs at the same DLI:
    No new permit needed. However, a new PAL or TAL may be required if you’re renewing your permit.
  • Changing DLIs (post-secondary level):
    Yes. You must apply for a study permit extension, even if the change occurred before November 8, 2024.

When Can You Start Studying at Your New School?
You may begin studying at your new DLI before your permit extension is approved only if:

  • You remain in Canada
  • You continue to meet the conditions of your current study permit
  • Your previous school closed, lost its DLI status, or discontinued your program

If you're beginning a new term in Winter or Spring 2025 and meet the above conditions, you may also start before approval. Otherwise, wait for official approval before starting classes.

Special Requirements for Quebec

  • You must obtain a Quebec Acceptance Certificate (CAQ) or proof of its issuance.
  • If changing between Vocational Training Centres, a new study permit is not required, but a new CAQ still is.

What Happens if You Don’t Notify IRCC?
Failure to follow the new rules can result in:

  • Cancellation of your study permit
  • Removal from Canada
  • Loss of eligibility for future permits
  • A negative record with IRCC, affecting your immigration history
