Today, once again, the Quebec Immigration Minister unexpectedly barred many applicants from submitting their applications without prior notice:

  • As of June 5, the PEQ-Worker program is suspended until November 30, 2025.
  • The suspension of the PEQ program for graduates is also extended until November 30, 2025.
  • The Quebec Skilled Worker Program (PSTQ) will reopen in July 2025.

Additionally, in today’s press conference, it was announced that Quebec Immigration plans to:

  • Set selection quotas for the number of temporary residents, along with a reduction in the number of temporary residents.
  • Give priority for permanent residency selection to temporary residents currently living in Quebec.
  • Require foreign workers in Quebec to have a minimum level of French proficiency to renew their work permits.
  • Announce and launch a new permanent residency program in Fall 2025.

The minister also emphasized that Quebec’s economic immigration focus will be on current temporary residents who:

  • Have French language skills,
  • Are currently employed by Quebec-based employers, and
  • Are well integrated into Quebec society.

He stressed that the government has not yet decided on the overall immigration intake targets, as it is waiting for public consultation feedback for the Immigration Levels Plan, which is scheduled to be released in October 2025.
