Canada has introduced new support services for internationally educated nurses (IENs) immigrating to the country. The PASS (Pre-Arrival and Post-Arrival Supports and Services) program offers free, customized assistance to help foreign-trained nurses integrate into the Canadian workforce.
Who Can Apply?
To qualify, applicants must:
- Have completed a recognized nursing program abroad and hold official certification (degree, diploma, or certificate)
- Have received confirmation of permanent residence (COPR) from IRCC
Two Program Streams
- Pre-Arrival Program: For nurses outside Canada with COPR
- Post-Arrival Program: For newly landed nurses already in Canada
What the PASS Program Offers
- Online communication courses (84 hours) tailored to Canadian nursing, for those with CLB 5–6
- One-on-one case management and customized referrals
- Mentorship with certified nurses across provinces and specializations
- Webinars on the licensing process, healthcare system, and labour market
- Guidance on obtaining licensure, exam prep, employment referrals, and interview coaching
How to Apply
Visit pass4nurses.org and complete the intake form. You’ll need to upload proof of nursing education and PR confirmation (e.g., COPR, visa letters, or pre-arrival invitation).
The program is offered by the CARE Centre for Internationally Educated Nurses and is fully funded by the Government of Canada.
