Ontario has publicly named applicants, representatives, and consultancies that violated the Ontario Immigration Act, 2015 during 2025. The Ontario Immigrant Nominee Program (OINP) issued major fines and multi-year bans for misrepresentation, unlicensed immigration advice, and failure to verify client information.

The province says the move aims to protect genuine applicants, promote transparency, and deter misconduct as immigration demand continues to rise.

Key Enforcement Actions in 2025

  • Calvin Kwan Wai Chan (RCIC #R528382) – Administrative penalty $150,000
  • O’ Canada Immigration Services Ltd. – Administrative penalty $150,000
  • Rohit Jayaprakash – Unlicensed representative, fined $2,899
  • Enas R.A. Ilaw, Vamsi Vikas Amujala, and others – Applicants, 3-year bans for submitting false or misleading information
  • Jaskaran Jit Singh – Unlicensed representative, multiple fines $2,000–$17,000 each
  • Ravjot Singh (RCIC #R533527) – Fines $10,000–$13,000 and 5-year ban
  • Fei Gao (RCIC #R518045) – Administrative penalty $82,000 for failing to verify information
  • Ling Yun Chen (RCIC #510226) – Administrative penalty $10,000

Penalties under the Act can reach $150,000 per contravention, and bans may last up to 10 years or permanently in serious cases involving fraud. Ontario notes that both applicants and representatives are legally responsible for ensuring all information is accurate and verifiable, and that only lawyers, licensed paralegals, or CICC-registered consultants may represent applicants for pay.

The OINP says it will continue publishing names of violators to uphold program integrity and help newcomers identify trustworthy representatives.
