Quebec will permanently close the Quebec Experience Program (PEQ), one of its main immigration pathways for temporary foreign workers and international student graduates, on November 19, 2025.
The Graduate and Temporary Foreign Worker streams under the PEQ have already been paused since October 2024. The province has now confirmed they will not reopen.
In addition, Quebec’s three permanent immigration pilot programs for food processing workers, orderlies, and AI, IT, and visual effects professionals will end as planned on January 1, 2026. Only the Francophone profile of the AI stream remains open until December 31, 2025.
After these closures, the Skilled Worker Selection Program (PSTQ) will become Quebec’s only permanent residence pathway for skilled workers. Applicants must first submit a Declaration of Interest through the Arrima portal to be invited for permanent selection.
Applications already submitted under the PEQ or pilot programs will still be processed, and family additions will be accepted.
