Ontario is planning a major overhaul of its immigration system under the Ontario Immigrant Nominee Program (OINP) through amendments to the Ontario Immigration Act, which are expected to take effect on May 30, 2026.
Key Changes
All current OINP streams/categories will be revoked, including:
- Foreign Worker
- International Student with a Job Offer
- In-Demand Skills
- Master’s Graduates
- PhD Graduates
- Human Capital Priorities
- French-Speaking Skilled Worker
- Skilled Trades
- Entrepreneurs
All applicants who currently qualify under these streams will no longer be eligible. It is not yet clear whether this change will be permanent or when/if replacement streams will fully cover these groups.
Features of the New System:
1. Greater Flexibility for the Government
The Ontario Minister of Immigration will have expanded authority to create, modify, or remove streams.
2. Introduction of Targeted Draws
- General draws (as currently conducted)
- Targeted draws, which will focus on the following factors, and only candidates who meet the targeted criteria will be ranked and invited to apply:
• Education (level, field of study, and place of education)
• Language proficiency (English/French)
• Intention to reside outside the Greater Toronto Area (GTA)
• Work experience, skills, and earnings
• Ability to meet specific labour market needs or regional demands within the province
Changes to Employer Job Offer Verification
Applicants who require a job offer must obtain it from an employer registered with the program director, and the employer must submit the job offer for approval before the applicant applies.
Potential New Streams
Ontario is also considering the introduction of new programs, including the possible consolidation of current streams into a single stream for highly skilled, semi-skilled, and general workers.
There may also be a focus on prioritizing sectors such as healthcare, entrepreneurship, and exceptional talent.
Important Note: These reforms indicate a shift toward a more targeted, labour market-driven immigration system; however, final details and timelines for the new streams have not yet been confirmed.
