On May 4, the immigration department revealed further details about the selection process for the TR to PR program, which left many people disappointed.

At this time, the program does not create any new pathway for submitting PR applications and focuses only on accelerating the processing of applications that have already been submitted.

Applicants who have previously applied for PR through the following programs will benefit from this initiative:

  • Provincial Nominee Programs (PNP)
  • Atlantic Immigration Program (AIP)
  • Rural and Remote Immigration programs (with at least two years of residence in these areas)
  • Home Support Worker (Caregiver) Pilot
  • Agri-Food Pilot Program

The quota for 2026 is 20,000 applicants, of which 3,600 individuals have already received permanent residence approval.

This recent announcement has disappointed many temporary workers in Canada who were hoping for the launch of a new program similar to the 2021 TR to PR pathway.

This initiative is designed solely to accelerate applications that were previously submitted under the quotas of the above programs. It does not introduce a new quota or a new immigration pathway. In other words, the immigration department is committing to faster processing of existing applications, not to accepting 36,000 new applications.
