Ontario is overhauling its Provincial Nominee Program (PNP), ending all seven existing streams by May 30. Current pathways, including the Masters and PhD Graduate streams, Human Capital Priorities, Employer Job Offer streams, In-Demand Skills, and the Entrepreneur Stream, will no longer exist. Applicants in the current pools may not be grandfathered into the new system.
What’s Coming
Ontario plans to introduce four new PNP streams:
1. Priority Health Care Stream – Licensed healthcare professionals, such as nurses and doctors, may no longer need a job offer to qualify.
2. Exceptional Talent Stream – Globally recognized individuals in research, art, innovation, or culture will be selected based on achievements rather than points.
3. Redesigned Entrepreneur Stream – Focused on active business involvement, especially in rural Ontario. Expected requirements include around CAD 200,000 in investment and CAD 500,000 net worth.
4. Employer Job Offer Stream – Will combine skilled and essential jobs into two tracks:
- Track 1: Skilled roles (managers, professionals, technical positions) requiring a job offer and either two years of experience or six months with the same employer. Wage flexibility may apply to recent graduates.
- Track 2: Essential roles (labor, manufacturing, agriculture) requiring nine months of Ontario work experience with a median wage. Offshore applicants will generally not be eligible.
Key Implications
- International students targeting Masters or PhD streams will now need a job offer under the Employer Job Offer Stream.
- Priority sectors like healthcare, trades, and critical occupations will remain a focus.
- Generic skilled workers without employer support may lose eligibility.
- Offshore applicants will have limited pathways outside the Priority Health Care and Exceptional Talent streams.
