The government of Quebec has announced new changes to the immigration rules and procedures in effect from August 1 2013 to March 31 2014.
Quebec Skilled Workers:
• Maximum number: 20,000. This maximum number does not apply for:
o Quebec experience program
o Valid employment offer holder
o Person informed by CIC that it has agreed to process the application for permanent residence in Canada
o Temporary residents who are eligible to submit application
• Order of priority:
o Quebec experience program
o Valid employment offer holder
o Candidates who obtain points under the factor Area of training
o Any other applications
• French Language Knowledge:
o Minimum threshold from which points will be attributed: B2
o 2 points may be attributed for knowledge of written French
Quebec experience program:
• French Language Knowledge:
o Standardized test level required: B2, or
o Minimum 3 years of secondary or post-secondary studies in French
• For student: application must be submitted in the 36 months following completion of the study program
Investors:
• Maximum number: 1750 with maximum of 1200 per country. This maximum number does not apply for candidates who have B2 level of French demonstrated by a standardized test.
• New fee: $10,000 per family
• Order of priority:
Candidates who have B2 level of French can submit at any time.
• Requirements for submitting
o Application must be received between August 1 and 16, 2013, by regular mail only
o Order of priority will be determined by random draw
o Only one application can be submitted
Entrepreneurs and Self-employed workers:
• Maximum number: 500
• French Language Knowledge:
o Minimum threshold from which points will be attributed: B2
o For entrepreneurs: apply to principal applicants only (for oral and written French)
o For self-employed workers: apply to principal applicants (for oral and written) and spouses (oral only)
