A TRP is a highly discretionary document that may be issued to an inadmissible person to allow them to enter or remain in Canada, where justified by exceptional circumstances. A person may be eligible for a TRP who is:

* Inadmissible and seeking to enter Canada if an officer is of the opinion that it is justified in the circumstances;

* In Canada and is inadmissible; or * Not eligible for renewal of status.

If an applicant is inadmissible on grounds other than those cited in the removal order, such as medical, criminality, or security issues, then he or she must apply for and obtain a TRP. In cases of criminal inadmissibility, a rehabilitation decision or a pardon will also be necessary. Please note that a TRP does not overcome the need for an ARC.
