Canada has announced its immigration targets for 2027 to 2029, maintaining annual permanent resident admissions at 380,000 while introducing a one-time measure that could allow up to 200,000 additional people already living in Canada to obtain permanent residence in 2027.

Under the new plan, economic immigration remains the priority. In 2027, approximately 245,000 permanent residence spots will be allocated to economic applicants, including 100,000 through federal high-skilled programs and 95,000 through the Provincial Nominee Program (PNP).

The government will also maintain its annual target of 370,000 new temporary residents, including 220,000 foreign workers and 150,000 international students.

The biggest development is the additional 200,000 permanent residence spaces planned for 2027.

According to the announced measures, up to 100,000 spaces will support workers already in Canada, outside Quebec, and their families. Additional provincial nominations and certain existing immigration applications are expected to be prioritized.

The remaining 100,000 spaces will address humanitarian and family reunification cases, including pending applications involving Hong Kong residents, Ukrainian families, and spouses and dependent children of Canadian citizens or permanent residents.

These additional spaces are intended for people already in Canada and do not represent a new immigration program or an open invitation for applications.

Canada also plans to increase French-speaking immigration outside Quebec, from 9.5% of admissions in 2027 to 12% by 2029.

Importantly, the regular annual target of 380,000 already includes people transitioning from temporary to permanent residence. The additional 200,000 spaces are a separate, one-time measure for 2027, rather than a permanent increase in immigration targets.
