Permanent residence is the status that lets a person live in Canada on a continuing basis, work for most employers, and study. It is not citizenship, and it is not a work permit, a study permit, or a visitor stay.

What a permanent resident can and cannot do

  • Work for most employers, study, and use many public services.
  • Does not get a Canadian passport, and does not vote in a Canadian election.
  • Must usually be physically in Canada for two years inside every five-year period. A few absences can count, for example time accompanying a Canadian-citizen spouse. Those exceptions are narrow.
  • Can lose the status. Time as a visitor does not turn into permanent residence by lasting long enough.

Your options on this site

  • Skill Worker — work, education, and language: Express Entry outside Quebec, Quebec’s own selection, or a provincial nominee program.
  • Business — investor, entrepreneur, or self-employed routes. Several federal ones are paused.
  • Sponsorship — a citizen or permanent resident brings a defined family member.
  • Other Program — Atlantic, caregivers, rural pilots, and a few routes that are now closed. The page says which ones still take files.
  • Refugee — protection from outside Canada, or a claim made in Canada. This is not an economic shortcut.

A useful way to choose

  1. Decide where the person will actually live. Quebec is a different selection system from the rest of Canada.
  2. Name the history that is real: Canadian work, foreign skilled work, a trade, a business, or a family member in Canada.
  3. Check whether that door is open this month. A paused stream is not a slow stream.
  4. Only then collect language tests, police certificates, and medical exams. The wrong door wastes those.

How we can help

  • Sort the file into one of the five paths above, and say which ones are not available.
  • Explain who decides what: the province or Quebec selects, then IRCC still does medical, criminal, and security checks.
  • Map a temporary stay (study, work, visit) onto a later permanent file, without treating that path as automatic.
  • Prepare the application that matches the path, or tell you early that the path does not fit.
