Choosing New Immigrants to Quebec

At least on paper, Quebec’s new immigration policy is full of promises. The challenge will be to put the plan into action.

The Quebec existing immigration policy was put in place 25 years ago, and since then, Quebec and the world have witnessed dramatic changes in the migration of people, the diversity of communities and the competition for needed skills.

If the new selection system, delivered as promised, will go a long way toward addressing today’s realities.

It will seek to: cut wait times by up to 80 per cent by reformation the application process; attract required talent to meet labour market movement; retain more international students and skilled workers who initially arrive on a temporary basis; and hopefully facilitate the recognition of diplomas and other credentials obtained for these new comers.

This new selection system is very similar to the Federal Express Entry . Quebec is switching from first come first sever system to a wide ranger choice of selecting qualified applicants through a selection pool and completion race. The province is aiming to reserve the option to select the best qualified applicant through the selection pool.
